An officer pulled into the Waffle Shop during a Monday patrol of the 2500 block of Mitchell Road and saw Raymond Padilla, 34, of Ceres, throwing down a small bag of methamphetamine as he saw officers.

The suspicious action was followed up by a quick investigation and arrest of Padilla for possession of a controlled substance at 7:48 a.m.
