Stockton parolee leads police on chase

A 41-year-old Stockton man who was released from prison early by the state led Ceres Police on a high-speed chase into Turlock Friday where he was arrested in a stolen car.

The incident began at approximately 5:17 a.m. when Ceres Police Officer Charles Lord-Huff located an occupied stolen vehicle in the area of Hatch and Mitchell roads and attempted to stop the driver, Chhay Hisocanphaktra, 41, of Stockton. The suspect accelerated away, prompting officers to engage in a pursuit around Ceres until it continued into Turlock. Officers were able to accomplish a PIT maneuver, but Hisocanphaktra was able to regain control of the vehicle and drove through a residential front yard and eventually back onto the road where he rammed the front end of a patrol vehicle in an attempt to get away. It was at that point that Hisocanphaktra was arrested after officers disabled his vehicle. 

Hisocanphaktra was on Post-Release Community Supervision (PRCS) from a prison in Orange County.

Hisocanphaktra was booked into the Stanislaus County Public Safety Center on numerous felony charges, including vehicle theft and two charges of assault with a deadly weapon on a peace officer.

None of the officers involved, including Turlock Police and the Stanislaus County Sheriff’s Department, were injured.
