An alert officer Ron Collins spotted a 1991 Honda Accord parked on the east side of Home Depot Saturday morning and went into action. He called in for backup and together officers arrested Joseph Lactaoen, 28, of Modesto, who was sitting in the driver's seat.

Lactaoen was arrested at 9:22 a.m. and charged with possession of a stolen vehicle. He was on probation for a similar charge.
